Student achievement and school accountability are the dominant forces in today's schools. A succession of federal education laws including Goals 2000: Educate America Act (Goals 2000), Improving America's Schools Act (IASA; 1994), and No Child Left Behind (NCLB) Act (2001) reveal a clear policy commitment toward meaningful education reform for all students, including those with disabilities. The federal government clearly intends that students with disabilities share in the opportunities created by education reform, and the federal laws have included provisions requiring that students with disabilities be fully included in the content and achievement standards, assessments, and accountability systems that are the foundation of the reforms. The 1997 reauthorization of IDEA was the first law to specifically address within its requirements that students with disabilities be included in general state and districtwide assessment programs and that they should be provided with appropriate testing accommodations as specified in their individualized education program (IEP). Policymakers further recognized that another method of assessing the achievement of some students with disabilities was necessary. Thus, the IDEA 1997 amendments required the state or local educational agency to develop guidelines that allow "for the participation of children with disabilities in alternate assessments for those children who cannot participate in state and district wide assessment programs" (IDEA 1997, [section] 612[a][17][A][i]). According to IDEA 1997, alternate assessments were to be developed and conducted beginning no later than July 1, 2000 ([section] 612[a][17][A][ii]).
